I think there is something wrong with the phone in general... when i first got mine(over a year ago) it never had those lights on unless i was using it.  About 4-6 months after having it, i realized that they would stay on even when it was in sleep mode or turned off.  I just think the phone has sort of a retardation and does that.  I found if you are not going to charge it one night, and u just turn it off, pull the battery, because those lights will slowly drain the battery.
